Pulled 14 August 2026 from the public EPA air compliance record, six sector codes across Ohio, Indiana, Illinois, Michigan, Kentucky, Pennsylvania, Wisconsin, West Virginia and Iowa. 910 asphalt paving plants and 144 municipal entities were removed before counting, because neither is a buyer for this work. The company figure uses the most aggressive de-duplication of subsidiary names, so it is a floor rather than an estimate. The record refreshes weekly and was last refreshed 9 August 2026.

Why the gap is that wide.A lookalike search asks which companies resemble a multi-billion-dollar integrated steelmaker. There are genuinely only about fifty of those, so the answer is correct and useless. You do not sell to integrated steelmakers. You sell to anyone with a corroding pipe, tank, duct or baghouse, and that is a question about plants, not about company resemblance.

What the search cannot see.Alliance Casting. Elyria Foundry. Ellwood Engineered Castings. General Aluminum. Eramet Marietta. Ferroglobe Waterford. Every one is a major-emission plant inside your service area. Every one is private, a few hundred people, with a five page website and no press. As companies they look nothing like your largest account. As plants they are identical: corroding steel, acid, dust and heat.

This is the good news, not the bad news. Every contractor running the same lookalike search sees the same 54. The other 616 are not hidden, they are just not in the tool everyone reaches for first. Nine states is also not the ceiling. Your own site says nationwide-ready, and the same record covers all fifty.

What tells us when

Not news alerts. Facility level records, on named plants, with dates, refreshed every week.

Section 03 counted the universe. This is what moves inside it. A major-emission plant is 6.0x more likely to be in violation than a smaller one, which is why 226 of the 311 open violations sit at one. 254 of the 311 recorded a violation inside the last twelve months. Most of the rest are unresolved High Priority Violations running eleven or twelve quarters, which is a plant that has already tried the cheap options.

Engine 01 · Compliance and enforcement

SignalWhat it means
A plant sits at High Priority Violation on a leak or fugitive pollutant74 of the 311 live accounts carry a pollutant you actually fix: VOCs, total hazardous air pollutants, hydrochloric acid, visible emissions, furans. Refreshed weekly.
The fenceline monitoring deadline has passedChemical plants have had to run fenceline monitors since 15 July 2026 under the amended HON rule. EPA's own wording: if concentrations reach certain levels, operators must find the cause and make repairs. Results do not publish publicly until 2027, so right now the plant knows its own numbers and nobody else does. That is the window.
A consent decree or permit objection is lodgedDated, public, budgeted, and it means a scope of work is being written. Cleveland-Cliffs Middletown agreed to at least $12M in corrective measures on 28 April 2026.
A reportable release is filedNames the facility, the material and the cause. It arrives about twelve days late, which is wrong for the emergency and exactly right for the permanent repair scope that follows the temporary fix.

Engine 02 · Capital and outage windows

Why it worksBecause none of it is an opinion. Every row above is a public record with a facility name and a date on it, and the compliance layer rebuilds itself weekly from the source the plant's own environmental manager already reads.

Straight about the limits. Two of these are weaker than the rest and you should know which. Reline and mill news arrives as news, not as a queryable feed, so it is a monitored search rather than a database pull. And there is no live leak feed anywhere. A leak only becomes public if it crosses a reportable quantity threshold, and then it is twelve days old. Anyone who tells you they can alert you to leaks in real time is selling you something that does not exist. And an open violation is a current status, not always a recent event: the record carries the occasional bad date, so every row gets read before it is dialled.

The calling motion

You told us it is outsourced, running roughly 100-150 dials a week, and that it is not working. Here is what that number actually means.

The arithmetic.At 100-150 dials a week you are covering the 311 signal accounts in about 13 weeks at six touches each. That is a reasonable cadence. Against the full 4,156 facility footprint at four touches, the same volume takes about 115 weeks. At 600 a week it takes about 29. So the volume is roughly right for the signal list and nowhere near right for the coverage list.

Which means volume is not the first problem.A caller with no signal can only open with a capability pitch. Telling a maintenance superintendent that you do industrial leak repair, when he already has a contractor, dies at the switchboard. That is a brief problem, not a rep problem, and adding dials to it just produces more of the same call.

The evergreen base underneath

The signal work sits on top of a volume layer. The volume layer is sized small on purpose.

Sized to the market, not to the tooling.Your universe is finite and we have counted it: 4,156 permitted facilities in your sectors and states, roughly 12,468 contacts at an assumed 3 seats per site. A thousand sends a day would burn through that inside a quarter and leave you nothing to follow up. So the ceiling is 400 a day, which is 16 mailboxes at 25 each and 8,800 sends a month.

What the base is for.It is not the pitch. It is the reason a name is warm when the phone rings, and it is the thing that keeps the coverage list moving while the signal desk works the live accounts. Email is the follow up here. The call is the opener.

The demand you already pay for

Three things that need no new list at all.

Resolve the traffic to companiesYou run paid search across your states, protect it from click fraud, and route every CTA on the site to one form. What you cannot see is which plant was reading. That gets turned from a session into a named account with a reason to call.
Speed to lead on the formYour form promises that someone will review the submission and follow up. For a business whose positioning is 24/7 emergency response, the gap between that promise and a live human is the whole product. This closes it and routes by state and by asset type.

The first ninety days

Weeks 3-4
Signal desk starts dialling the live accounts with a documented reason per call. Instrumentation on from the first dial, so every later decision is tuned against your own accounts rather than against someone else's benchmark.
Weeks 5-8
Sending infrastructure warm and the coverage layer opens underneath. Pre-qualification track starts separately at the mills and refineries. First read on which segment and which signal actually converts.
Weeks 9-12
